Legislation: Legal basis of the activity (law, decree, order)

Responsible: Organisation in charge to implement the necessary operations

Policy: Assesses the situation and decides on the role of the entire organisation, based upon current applicable laws and operational procedures.

Strategic: Decides on the level of preparedness and the operational framework. In addition, this command level has the responsibility for the strategic and tactic use of all resources, national as well as international.

Tactic: Conducts the integrated command of one ongoing operation within the operational framework provided by the Local Emergency Management Agency. Each operational site needs its own operative command.

Single: Leads the teams in its performance of the assigned tasks.
